Yes it will fly but you will work at just keeping it in the air. Winds of over 10 mph is much more accurate for enjoying yourself. The kite is made well and a should last for several years. My 13 year old son loves to fly it as do I. Once the winds pick-up and are steady it really is a blast. I would recommend it to anyone who wants a small packable kite that is easy to control and fun for even smaller kids. a lot of fun to fly... On: 2009-06-29 This is a great little kite to fly. It will make you want to fly everyday. I am going to upgrade to a larger model because I am a big guy and want more pull. I am thinking about the 1.9 or even the 2.5 but will still enjoy my 1.4.
